Matt joined the NHVR in February 2026 as our Chief Safety and Productivity Officer, leading the development of strategic policy, vehicle standards, and freight and supply chain advice for heavy vehicles, as well as strategies to optimise productivity across the sector while constantly improving safety performance. Matt is a seasoned leader of regulatory reform, strategy development and execution in transport safety and environmental regulation, who also spent 15 years in commercial fishing and marine tourism before entering the Victorian Public Service in 2009. Prior to NHVR, Matt worked at EPA Victoria delivering transformational reforms to the state’s environment protection framework. He held roles including Director Regulatory Approach and Capability, Chief Quality Officer and Executive Director Strategy. Matt also has a long history in transport regulation, previously holding senior leadership roles at Transport Safety Victoria – the independent regulator for the maritime, rail and bus sectors – including Director Strategy, Policy and Corporate Services and General Counsel.
